Some of the measures in the government research bill

Guidelines finalised for remote examinations
There has long been demand for guidelines and guidance for staff working on remote assessment and these documents are now ready and approved by the Vice-Chancellor. The guidelines are a governance document and raise issues of responsibility and obligations in connection with written exams delivered remotely, while the guidance document aims to provide practical advice and guidance.
Digital events have advantages – particularly for the environment
In a normal year, the symposium usually gathers 60-odd researchers. This year's digital version, however, had 477 participants. This is one of the advantages of organising a digital meeting – that it is possible to bring in a much larger number of participants. Another advantage is that you help reduce environmental impact.

Vice-Chancellor Succession ceremonies 2020
On 18 December, Uppsala University will inaugurate a new Vice-Chancellor. Current Vice-Chancellor Eva Åkesson will hand over her duties as Vice-Chancellor to Anders Hagfeldt at the traditional Succession Ceremony in the Grand Auditorium. Because of the pandemic, there will be no live audience, but everyone is welcome to follow the ceremonies online. On the day before, 17 December, there will be an online farewell ceremony for the outgoing Vice-Chancellor and Deputy Vice-Chancellor.
University’s collections in student hands
Gustavianum has three study rooms in different locations where students from all over the University can handle objects from the University’s unique collections. In Universitetshuset, they can hold, feel and study art objects at a purpose-built table in the art study room. “It’s fantastic to see how enthusiastic the students are when they get to handle and feel real art objects,” says Mikael Ahlund, Museum Director at Gustavianum, Uppsala University Museum.

The prevention of mental illness among students is the long-term objective of a global research project, the Swedish leg of which is led by Uppsala University in collaboration with other Swedish higher education institutions. Transfer of personal data to third countries
The judgment of the Court of Justice of the European Union (CJEU) has invalidated the regulatory framework that previously made it possible to transfer personal data to the United States under the Privacy Shield. Consequently, research and teaching staff at Uppsala University must identify transfers based on the Privacy Shield and stop them immediately.
Decision on funding for equal opportunities projects
On 17 November, the Vice-Chancellor approved funding for five projects in the area of equal opportunities.
Vice-Chancellor expected to issue new COVID-19 decision after government announcement today
Today Prime Minister Stefan Löfvén announced that the government is proposing to introduce new restrictions because of the infection situation. Under the proposal, no more than eight people will be allowed to gather at any public meeting or event, as against 50 at present.

Campus management organisation has been evaluated
The facilities managers of the University follow centrally-decided operational rules, but to some extent have developed their own way of carrying out the assignment – based on its special nature. An evaluation carried out and recently approved at the Vice-Chancellor’s decision-making session has shown that a centrally-controlled campus management organisation has been categorically rejected.

New certificate for Eduroam 2 November
At 10 am on November 2, Uppsala University will make changes to the certificate used for the wireless Eduroam network. As a result, a warning may be displayed on some mobile phones, laptops, etc. when connecting to Eduroam.

Although the COVID-19 infection rate does not appear to be declining in Uppsala County, the infection rate remains low at Uppsala University. The trend shows a slight slowdown in infection in Uppsala, but an increase on Gotland.

3,000 applicants for twelve doctoral studentships was the result when Uppsala University’s interdisciplinary Graduate school in Education and Sustainable Development at Campus Gotland advertised for doctoral students.
Doctoral hat under threat from the pandemic
Swedish doctoral hats are made individually to order in the same way as in they were in the 19th century. But these skills are now under threat due to a significant reduction in orders during the pandemic.
Local general guidelines extended and no change to number limit in Uppsala
Today, the Public Health Agency of Sweden, in consultation with the regional authorities, extended its general guidelines for Uppsala. The county administrative board has also taken a local decision prohibiting public gatherings and events with more than 50 participants. Both decisions apply until 17 November 2020.

Easier to co-finance positions for at-risk researchers
The Swedish section of Scholars at Risk has been awarded a grant of SEK 5 million by Riksbankens Jubileumsfond. The funds will be used to co-finance the hosting of researchers in the fields of humanities and social sciences who are at risk in their own countries.

The Electoral College proposes Coco Norén, Professor of French, as new Deputy Vice-Chancellor of Uppsala University from the beginning of next year.
Stricter general guidelines imposed in Uppsala County
The Public Health Agency of Sweden, in consultation with the infection control doctor in Region Uppsala, and others, has decided on stricter general guidelines. People in Uppsala County are now urged only to socialise with people they live with, as far as possible.
University Main Building to remain rent-free in spring 2021
The Vice-Chancellor decided 20 October that the University Main Building will continue to be rent-free during the period 1 January – 30 June 2021 for departments using the premises for teaching and assessment sessions, including doctoral thesis defences.
COVID-19 status report, 19 October
From the beginning of the semester until 15 October, Uppsala University has had 95 students with confirmed cases of COVID-19, one of whom is a student at Campus Gotland. Last week, 18 new cases were reported.

Seasonal flu vaccination 2020 - information updated 12 Nov.
Anyone who belongs to a risk group can get vaccinated for free at a health centre or immunisation office beginning 3 November. Other employees can get vaccinated beginning 1 December, but not via Previa as previously announced.
New examination procedures and more examination halls during the autumn
During the ongoing pandemic, rules on social distancing have forced us to seek new solutions in many areas, including the placement of students in examination halls. In order to meet this need, the University has secured additional examination premises.
Many attended seminar on the University’s climate footprint
There is a great commitment among staff and students to reducing the University’s climate impact. Work is currently underway to prepare a new environmental plan for the University, work that was presented at a recent Zoom seminar along with general methods for monitoring and setting targets.
Initiative for more sustainable labs
Researchers at the Synthetic Molecular Chemistry laboratory at Ångström Laboratory are conducting a project to make the lab more energy-efficient and consume less resources. Nuclear reactor lab session – remotely
In various ways, the pandemic has naturally forced us to come up with new solutions. For the nuclear engineering students, the pandemic means that their nuclear reactor laboratory session has to be conducted remotely between Ångström Laboratory and Ljubljana. 2020 Oscar Prize goes to research on mathematics education and nanomaterials
Psychologist Marcus Lindskog and materials scientist Ocean Cheung share this year’s Oscar Prize. The prize money comes from a donation made by King Oscar II to mark the University’s 400th anniversary in 1877 and the prizewinners are selected by the University Board based on proposals from the deans of faculties.

Some criticism of University in Higher Education Authority’s audit
Based on, inter alia, the rules in the higher education legislation, the Swedish Higher Education Authority conducted a regulatory review of a number of areas at Uppsala University and found some deficiencies. The areas reviewed are credit transfer, student influence, course and programme syllabuses, course evaluations, employment of staff, complaints and appeals, outside activities, and research misconduct.

This year´s Conferment Ceremony will be different

The last day to apply for Mentor4Research 2021 is approaching. The programme provides PhD students and researchers from all subject areas the opportunity to partner with a mentor from outside of academia and develop a broader network both within and outside the university. Apply no later than 15 October.
No update of Zoom!
There will be no update of the meeting platform Zoom today, as was urgently announced last Friday. Based on the feedback that Zoom has received, not least regarding the short set-up time, the update will be postponed until November.
Positive response to online education
More than half the students answering the survey think online education during the spring worked “to a high degree” or “to a very high degree”. Many think the switch worked out better than expected and would be happy to see more online education in future. These findings emerge from a qualitative analysis of the open response questions.

Idag presenterade regeringen budgeten i sin helhet. Ökningen av studieplatser var aviserad sedan tidigare men det tillkommer 79 miljoner kronor för nya tillfälliga utbildningsuppdrag. Satsningarna inom forskningen kommer att presenteras i detalj i forskningspropositionen senare i höst.

A growing number of students are cheating – clearer instructions are now required
The number of cases involving cheating students has multiplied during this spring of online teaching, compared to the year before. Unauthorised collaboration during take-home examinations and plagiarism are the most common forms. Clearer instructions to students about what is required in relation to take-home examinations may reduce the amount of cheating.
Building 9 at the Ångström Laboratory officially opened
The official opening of building 9, the new wing of Ångström Laboratory, kicked off at 9 am on the 9th of the 9th. Due to the current gathering restrictions, the opening was broadcast digitally, with the audience treated to speeches and a ribbon cutting. “It’s an important day, a fine day, a day for rejoicing,” said Vice-Chancellor Eva Åkesson.

Recruitment of new Deputy Vice-Chancellor

Agreement now in place for the purchase of food products
As of the 1st of September, the University has for the first time an agreement in place for the ordering and delivery of food products. The agreement covers the purchase of food products available in grocery stores but not, for example, catering and cleaning products.

UR (Swedish Educational Broadcasting Company) has made a documentary about the writing skills of young Swedes. The documentary is partly based on a survey of teachers in higher education.

New method to create more effective lithium ion batteries

Över 6 000 fler antagningar till höstterminen
Efter första urvalet är det 61 491 antagningar till Uppsala universitet till höstterminen 2020. Det är en ökning med 11 procent jämfört med hösten 2019 när det var 55 411 antagningar. Campus Gotland har 8 315 antagningar, vilket är en ökning med 0,7 procent jämfört med hösten 2019 då det var 8 257 antagningar i första urvalet.

The Enlight consortium, of which Uppsala University is a member, will be one of 24 new European university partnerships to receive funding from the European Commission in the second round of the prestigious European Universities programme. Cecilia Wejryd blir dekan vid teologiska fakulteten
I juli blir Cecilia Wejryd dekan vid teologiska fakulteten. Universitetets första fakultet får därmed för första gången en dekan som är kvinna. Det nya uppdraget innebär att Cecilia Wejryd slutar som rektorsråd för lika villkor och lämnar över facklan till Åsa Cajander.

Uppsala University’s current vice-rectors and deputy vice-rectors reach the end of their term of office on 30 June. The Vice-Chancellor has now decided who the new vice-rectors for the period 1 July 2020 – 30 June 2023 will be.
Proposal for a new career ladder at the University
A large proportion of the University’s teaching and research staff are temporary employees or have insecure researcher positions. It is these insecure employment conditions that the University wants to try to rectify, for example by hiring more assistant senior lecturers, one of the most important proposals in the Appointment Regulations inquiry.
Nya beslut om jämställdhetsintegrering – medel och plan
International Science Programme och teologiska institutionen har enligt rektorsbeslut fått medel för jämställdhetsintegrering. Samma dag klubbades även den nya planen för jämställdhetsintegrering, en plan som på flera viktiga punkter blivit tydligare än den förra.
Resultat av enkäter om distansundervisning
Enheten för kvalitet och utvärdering skickade i maj ut enkäter till studenter och undervisande personal med frågor om omställningen till distansundervisning med anledning av covid-19. Nu pågår en sammanställning av resultaten.
Två uppsalaforskare i ny referensgrupp

Anders Hagfeldt proposed as new Vice-Chancellor of Uppsala University
On 17 June the University Board decided to propose Anders Hagfeldt, Professor of Physical Chemistry, as new Vice-Chancellor of Uppsala University from the beginning of next year. The proposal now passes to the government for a decision later in the summer.
Hjärt-Lungfonden utlyser treårigt anslag inom preventionsforskning
Hjärt-Lungfonden gör en extra satsning på livsstilsrelaterad intervention som en del i preventions- och behandlingsforskning inom hjärt-, kärlområdet. Anslaget är 2 miljoner kr per år under en treårsperiod, totalt 6 miljoner kr.
Sida-stöd till International Science Programme
International Science Program (ISP), vid Uppsala universitetet, har tecknat ett avtal med Sida för ISP:s kärnprogram åren 2020-2023. Sidas bidrag uppgår till totalt 140 miljoner koronor, det vill säga 35 miljoner kronor/år under avtalstiden.
Research networks: Call for applications
The Centre for Integrated Research on Culture and Society, Circus, will award two years of support to a maximum of six research networks within primarily the Disciplinary Domain of Humanities and Social Sciences at Uppsala University.

Rektorsbeslut om lokaler och studentmottagande i höst
Rektor har fattat beslut om att Universitetshusets salar blir hyresfria i höst i syfte att utöka möjligheterna för institutionerna att hitta stora lokaler inför höstens undervisning. Utöver detta fördelas medel till studentnationer och kårer för att öka antalet läsplatser och förbättra mottagandet vid terminsstart.

Imorgon, onsdag, är det sista konsistoriesammanträdet innan sommaren. Den punkt som får störst uppmärksamhet är förslag av rektor för Uppsala universitet – slutgiltigt beslut tar sedan regeringen.

Forskningssamarbete skapar förutsättningar för att bygga bättre batterier
Daniel Brandell, professor vid institutionen för kemi - Ångström, får 10 miljoner kronor för forskning om återuppladningsbara batterier. Totalt sex projekt från svenska universitet tilldelas 10 miljoner kronor vardera inom Stiftelsen för strategisk forsknings (SSF) svensk-taiwanesiska samarbetsavtal.
Satsning på 20 miljoner inom cybersäkerhet
Myndigheten för samhällsskydd och beredskap (MSB) utlyser 20 miljoner kronor till forskning inom området Automatiserad och autonom cybersäkerhet. Sista ansökningsdag är den 21 augusti 2020.
Universitetets kvalitetssäkringsarbete granskas
Alla universitet och högskolor får sitt kvalitetssäkringsarbete granskat av Universitetskanslersämbetet (UKÄ) under perioden 2017-2022. Vid Uppsala universitet pågår arbetet för fullt och universitetets självvärdering ska vara klar i december 2020.

A new decision of the Vice-Chancellor, which applies from 16 June onwards, replaces all previous decisions concerning measures in response to COVID-19. The University’s courses will be given in the form of on-campus education, which will entail a great responsibility for students and employees to continue to help reduce the spread of infection. The first confirmed case of COVID-19 linked to Uppsala University has now been reported. The individual who has fallen ill is a member of staff at the Faculty of Pharmacy and was infected by the coronavirus while travelling in northern Italy. They have not been at work since falling ill.

Enlight consortium applies to become a European University
On February 26 the Enlight consortium submitted a joint application in the framework of the second European Universitites call. The nine partner universities in the consortium besides Uppsala are Ghent (BE), Göttingen (DE), Tartu (EE), Basque Country (ES), Bordeaux (FR), Galway (IE), Groningen (NL) and Comenius Bratislava (SK).
