Allocation of forthcoming floor allocation

The Disciplinary Domain Board decided to allocate the forthcoming permanent increase in our floor allocation as follows. In addition to the strategic initiative ‘Democracy and higher education’, faculties and departments with a low floor allocation and high funding cap were prioritised.

  • Democracy and higher education: SEK 3 million in 2021, SEK 10 million per annum from 2022
  • Faculty of Educational Sciences: SEK 4.9 million
  • Faculty of Law: SEK 2.4 million
  • Faculty of Social Sciences: SEK 2.4 million

Withdrawal and allocation of agency capital

The Disciplinary Domain Board has withdrawn half of the agency capital that exceeds a certain limit in the annual financial statements from the faculty boards. In Education the limit is 10% and in Research the limit is 15%. This is also the rule applied by the University Board.

Only the Faculty of Languages is above the established limits, and thus SEK 1,776,000 will be withdrawn from Education and SEK 1,993,000 from Research from this Faculty.

The funds withdrawn will be allocated to other faculties in proportion to the 2021 direct government funding allocations:

  • Faculty of Educational Sciences: SEK 463,000
  • Faculty of Arts: SEK 298,000
  • Faculty of Law: SEK 237,000
  • Faculty of Social Sciences: SEK 719,000
  • Faculty of Theology: SEK 59,000

Research

  • Faculty of Educational Sciences: SEK 150,000
  • Faculty of Arts: SEK 521,000
  • Faculty of Law: SEK 167,000
  • Faculty of Social Sciences: SEK 1,010,000
  • Faculty of Theology: SEK 145,000

Revision of the Rules of Procedure

The Disciplinary Domain Board has adopted a revised Rules of Procedure. Some of the more important changes in relation to the previous Rules of Procedure are:

  • The composition of the Disciplinary Domain Board has been changed in accordance with a previous decision.
  • An Executive Committee has been established in accordance with a previous decision. Please note, however, that the revised Rules of Procedure propose that the Deputy Vice-Rector should also be on the Executive Committee.
  • Circus and three reference groups have been established in accordance with a previous decision.
  • In relation to the possibility for the Vice-Rector to make delegated decisions, the cost limit has been adjusted upwards.

‘Democracy and higher education’ strategic initiative

The Disciplinary Domain Board has decided to appoint a planning group for the ‘Democracy and higher education’ strategic initiative. The planning group has been tasked with proposing an organisation with the long-term objective of integrating the initiative into regular activities and reflecting the expertise of the entire disciplinary domain. The proposal will be presented to the Disciplinary Domain Board on 7 April. The planning group members are Esbjörn Larsson (convener), Joakim Palme and Sofia Ahlberg.

The background to the ‘Democracy and higher education’ strategic initiative is that the independence of the University as a cornerstone of the democratic order is under fire, which, in turn, further erodes the foundations of democracy. Against this background, the relationship between higher education and democracy is vital to social development. The aim of the initiative is to mobilise the armoury of tools and academic approaches within the scope of the Disciplinary Domain of Humanities and Social Sciences to analyse and shed new light on one of the big questions of our time for the future: How can education and democracy create a better world?
