The government has decided on partially new conditions for the reception and use of grants from both state and non-state financers.
According to the appropriation directions for the budget year of 2010, universities and other higher education institutions are to operate under the assumption that when other government bodies contribute to research projects, the grant shall include funding for the direct and indirect expenses with the same proportions that have been estimated for the project as a whole. This means that any given sum a state financier contributes shall include the indirect costs that the university in question has included in its estimations. If the financier reduces the applied-for grant, both the direct and indirect costs are to be reduced by the same proportion.
Furthermore, the appropriation directions state that this also shall apply to grants from foundations and other legal entities that have been created with government funding and as far as possible also non-government financiers.
Therefore, any activities that are funded with fees and/or grants shall be conducted with full expense coverage. For research projects with both state and non-state financiers, all costs including the project’s share of joint costs shall be funded by the grant provider. Joint costs include both the department’s shared administration costs and other costs that are not directly tied to any specific project, as well as costs for faculty-wide and University-wide purposes.
